Try this .. open a terminal and run these commands in sequence:
Code: [Select]
sudo apt-get install dkms
(don't worry if it says dkms is already installed, just carry on below)

then:
Code: [Select]
sudo mkdir ~/RT3920
then:
Code: [Select]
cd ~/RT3920
then:
Code: [Select]
wget https://dl.dropboxusercontent.com/u/31525164/rt3290sta-2.6.0.0.dkms.tar.gz
then:
Code: [Select]
tar xvf rt3290sta-2.6.0.0.dkms.tar.gz
then:
Code: [Select]
cd ~/RT3920/rt3290sta-2.6.0.0.dkms
then:
Code: [Select]
sudo mv -v rt3290sta-2.6.0.0 /usr/src/
then:
Code: [Select]
sudo dkms install -m rt3290sta -v 2.6.0.0 --force
once that's done .. REBOOT then test wireless.

To UNINSTALL
Code: [Select]
sudo dkms remove rt3290sta/2.6.0.0 --all
then:
Code: [Select]
cd /usr/src
then:
Code: [Select]
sudo rm -rv rt3290sta-2.6.0.0
the REBOOT.

I take it you tried this in Mint 18, not Ubuntu 16.04 ?

can you post the output from:
Code: [Select]
dpkg -l | grep linux-image
and
Code: [Select]
uname -a
