Title: Some settings not persisting when plugging in device

I use a mouse/keyboard on my Fedora laptop, but every time I either reboot or plug the devices out/in again, the setting for "Key Repeat Rate" resets every time. When I go into universal access and find it, the settings are correctly configured, but are not being used by the system. I have to change one of the sliders by at least the smallest unit for the setting to have effect again.

Why is this happening? I'm using Fedora 32 and never had this problem before.
