Title: Idea from Chromium OS

Chromium and Chrome OSs are basically a linux system with everything scrapped except the browser, which is permanently maximised.
I'm not interested by the 'everything scrapped' bit, but I would like to know how you go about making a window:
-permanently open and maximised
-ignored by taskbars and pagers
-sticky
-below everything else

And I would make it open on log in (just so you know, this is for nautilus)
