See here:
https://help.ubuntu.com/community/BinaryDriverHowto/ATI

But I'm not *yet* convinced you need to install the 12.10 drivers .. have you tried any settings in the Catalyst Control Centre ?

Try adding the 4 packages required for video hardware acceleration, and see if that thelps:
sudo apt-get install xvba-va-driver libva-glx1 libva-egl1 vainfo
(a reboot may be required at this point)

Then post the output from:
sudo vainfo
libva: VA-API version 0.32.0
Xlib:  extension "XFree86-DRI" missing on display ":0".
libva: va_getDriverName() returns 0
libva: Trying to open /usr/lib/x86_64-linux-gnu/dri/fglrx_drv_video.so
libva: va_openDriver() returns 0
vainfo: VA-API version: 0.32 (libva 1.0.15)
vainfo: Driver version: Splitted-Desktop Systems XvBA backend for VA-API - 0.7.8
vainfo: Supported profile and entrypoints
      VAProfileH264High               : VAEntrypointVLD
      VAProfileVC1Advanced            : VAEntrypointVLD

Also post the contents of:

Hardware Compatibility / AMD Radeon HD 7640G Driver
December 03, 2012, 02:01:52 PM
Hello, I bought a laptop with  AMD Radeon HD 7640G , I'm looking for better driver in ubuntu because when I'm watching a movie I get weird vertical line in the first 1/3 of the movie ? Or how can I fix my problem ?

Thanks  :)
#7
I've listen to your advice I finaly install 12.04 ! Thank you so much for your support !

One last question what is better

AMD/ATI proprietary FGLRX graphic driver or
AMD/ATI proprietary FGLRX graphic (post-release updates)

and by installing 12.04 I don't have the cursors problem anymore  :)
#8
Thank you so much it's working the only problem I have , My cursor is acting all weird . it's always disappear on screen ? Do you know how to fix that ?

And how to put that kernel as default ?

Thanks again !! You save me from an awful windows 8 laptop haha
#9
Linux iLinux 3.5.0-18-generic #29-Ubuntu SMP Fri Oct 19 10:26:51 UTC 2012 x86_64 x86_64 x86_64 GNU/Linux

Yes they compile without error, I even redone it with a fresh install of ubuntu just to make sure !!

Is there another distribution that have the driver by default or something , I just don't want to be with windows !

I'm not 100% convinced this is a driver issue .. have you tried installing the chromium browser:
sudo apt-get install chromium-browser
then disconnecting your wired connection, and trying Chromium.

I'd just like to rule out Firefox somehow causing this.

Same thing !  I really don't know what to think
