General Help & Advice / How do I execute this program? (Terminal)

Hello everyone, I'm new to Linux, especially in its command terminal.

Often, I must optimize animated GIFs. The algorithm that I use is that of LossyGIF (source: https://kornel.ski/lossygif ), but since I do not know how to program, I always had to use a web to run this algorithm (this: https://ezgif.com/optimize ).  :D

However, this website has a great limitation: the maximum size is 35 Mb per file. Recently I have been working with heavier files, including files that can reach 250 Mb.  :-\

I've been researching ways to run this algorithm, and from what I could find, this runs on a Linux's terminal (which would be the equivalent of Windows' Command Prompt). Since I have never used Linux, I researched the way to use its terminal from Windows, and I installed a software called Cygwin Terminal (source: https://www.cygwin.com/ ).  :D

It is at this point that I do not know what to do.  :'(

I downloaded the files, but I do not know what to do with them. I was looking for tutorials, but none of them could help me.

I need to use this algorithm to optimize heavy GIFs from my computer, and thus not depend on EZGif.

On the other hand, maybe I've been doing something wrong, so:

1º Is it a good idea to use Cygwin Terminal?
2º Or should I use Linux directly? Which version of Linux? Is it a good idea to run it from a virtual machine?

Let's see, do the test: download that algorithm and run it on your computers. If it worked for you, tell me how you did it.
