So is it better to use your favorite Linux Distro as a Administrator or a User, is it safer in one than the other,and if it's User what setting should you change if any so that a User can run the Linux Distro on an ever day basis. Or should you even care about whether your a Administrator or a User.

I'm not 100% sure what you're asking harry, most distributions now allow you to run as a "user" but elevate your permissions (with a password) only when necessary (sudo).
WARNING: You are logged into reality as 'root'
logging in as 'insane' is the only safe option.
