Sorry if this is a stupid question but is there a simple way to check whether or not my Dell Inspiron 6400 Laptop is capable of booting from a USB stick?

You’ll probably either need to set the USB stick as the first boot device in the BIOS, or hit the key that brings up the boot device selection screen
usually either F12 or Esc
immediately after turning on your PC … then selecting the USB stick from the list of available devices
(obviously the USB stick needs to be plugged in before turning n the PC)
Enter BIOS and check if you have an option to boot from a USB device. You should see an entry Removable devices under the Boot tab: linux-bible.com is for sale.
