I have BSNL UL 750 plan which charges Rs.750/month. The local cable internet provider gives unlimited plans at a very cheap rate.Should I go for the cable internet?? I NEED SPEED FOR BULK DOWNLOADS.

You haven’t provided sufficient information for a useful reply, so we can’t help you - especially as we have few members in India.
You can answer this yourself by simply comparing the costs and characteristics of the two plans and judging them against your personal needs.
I know that BSNL speeds are very low (at least they were in 2012) and cable speeds might be better - but at what cost? This is for you to decide.
You could try BB Home Combo ULF 1499 or BB Home Combo ULF 2999 plans that come with the unlimited Fair Usage download speed of 1 Mbps and 2 Mbps respectively (see https://www.oneindia.com/2010/06/29/bsnl-new-plans-increases-broadband-speed.html?story=1) or go to Tariffs | BSNL Portal and ask them for a better deal.

I would suggest you to test cable network for 2-3 days. Actually local internet provider have speed issue in my case. So i suggest you to test it for some days.
