Can anyone explain how I can download and install the latest version of Inkscape (1.2.2 or 1.3 if it is stable). Anyone ??

You can download the latest stable version (1.3) here.
I am not familiar with “appimages” or PPAs but if you download the appimage file you might find some useful info about how to install it here.
I’ll look into it but if you get stuck then come back and perhaps one of our expert readers will be able to unravel it for you.
