I have Linux Good operating system one of the programs I can only get for windows, requires cab files I don’t understand executable files and I don’t have the internet :
I don’t understand the question, but if you are trying to get a Windows application running in Linux, you need to be looking at WINE and winetricks, or a VM.

Then it appears to wok in WINE, it complained about not being able to find Wordpad during the installation, but appeared to work properly once installed. (tested both PAF v4.0 and 5.2)
For codecs etc. we will need to know which Linux distribution and version you are using… to find out…
Can you open a terminal, and send the output from these 3 commands.
cat /etc/*-release
cat /proc/version
uname -a
The commands:
cat/ect/*-release
cat/proc/version Both produced “on such file or directory”
I went back to cat/ still the same ?
It didn’t reconsie uname but I understand this is the equvilent I have the book Linux pocket guide by O’reilly

Nope…
The reason the commands didn’t work, may have been because you entered:
cat/proc…
where it should have been:
cat /proc…
note the space.
It is possible neither file exists depending on the distro, but I would have thought unlikely.
Do you KNOW what Linux distribution and version you are running ?
uname -a just gives the kernel version… if you don’t trust the commands I’m giving you (fair enough ), read the commands man page (manual) to see what it does and what options are available.
eg.
man uname
or
man cat
Also remember Linux commands/paths ARE case sensitive, so enter exactly as shown.
All ls -l did was give me a directory listing of the current directory using a long listing format…
ls = list
-l = use a long listing format

OK, you appear to be running an “old” version of Ubuntu (or one of its derivatives)… possibly 8.04 LTS Hardy Heron?..
(BTW, support for Hardy runs out NOW, April 2011… so you would probably be better off installing a newer version such as 10.04 LTS Lucid Lynx, or 10.10 Maverick Meerkat)
Can you run:
cat /etc/*-release
again, because you are entering it wrong… you entered:
cat /ect/* -release
note - it is etc not ect, and there should be no space between * and -
(copy and paste if needed)
IF it is Ubuntu or one of its derivatives… follow the instructions here:

when you are done… close Synapic (this is important).
Open a terminal, and enter these 4 commands to add the Medibuntu repository, and add a few more codecs:
sudo wget --output-document=/etc/apt/sources.list.d/medibuntu.list http://www.medibuntu.org/sources.list.d/$(lsb_release -cs).list && sudo apt-get --quiet update && sudo apt-get --yes --quiet --allow-unauthenticated install medibuntu-keyring && sudo apt-get --quiet update
(that is all one command… all one single line)
sudo apt-get --yes install app-install-data-medibuntu apport-hooks-medibuntu
sudo apt-get update && sudo apt-get upgrade
sudo apt-get install non-free-codecs w32codecs vlc
That will install all the codecs you are likely to require… if you need anything else, such as WINE, let us know.
I still need the cat /etc/*-release output though, as the instructions may differ slightly for older versions of Ubuntu, as documented here:

You will NEED an internet connection to install the codecs, or pretty much any other software.
AFAIK, the above instructions will work for the codecs, with one exception… on this page:

The section that reads:
Now to enable playing of commercial DVD's... open a terminal and enter:sudo apt-get install libdvdread4 sudo /usr/share/doc/libdvdread4/install-css.shHitting enter after each line, and your password when asked.
For 8.04 (Hardy) needs to read:
sudo apt-get install libdvdread3
sudo /usr/share/doc/libdvdread3/install-css.sh
But seriously, I’d consider a move to at least 10.04… If you don’t, you will start to see more and more software that won’t be available for 8.04, and you’ll receive NO security updates (or ANY updates of ANY kind 
)… support for 8.04 ends THIS MONTH so the software repositories will no longer be updated, and may eventually disappear altogether… sticking with 8.04 is likely to start giving you problems.
If this machine is unlikely to ever have an internet connection, you may be better off with Linux Mint 9 or 10 (Gnome DVD edition), as this will come with the codecs and WINE pre-installed.
